The obligation sits with the operator. It flows through to your contracting companies, but it does not move off you — and accountability sits personally with the SSE.

What the 2026 changes require

What that means

Three things it makes true.

  1. A ticket is not a competency.

    A ticket says somebody passed a course. A critical control needs evidence they can do the task, verified by a named assessor on a date.

    After an incident you are assessed on documentation rather than intentions — for the specific people involved, on the specific date.

  3. It shows up as stand-downs, not as a licence fee.

    Shutdowns, contractual consequences, and the week of chasing before every audit. None of it appears on the line item somebody will compare.

The questions you will be asked

Who approved this contracting company, and when?
Every sign-off is recorded against a named person with a date, and the full decision history stays on the application — what was requested, what was rejected and why. Cover for leave is a backup approver permission rather than a shared login, so attribution survives somebody being on annual leave.
Could we show a regulator that our process was followed?
That is what the records are for. Compliance reports export with names and dates against them, and a worker's profile shows what was required of them, what they held, and who verified it. The distinction that matters in an investigation is between believing a process was followed and being able to show it.
Does the same standard actually apply at every site?
Each site configures the requirements that apply there, and the platform enforces them — a worker who does not meet them cannot be approved. Sites can differ where they genuinely need to, but nobody can be waved through the one they are at.
What happens to site access when somebody leaves?
Archiving a worker expires their site-specific qualifications immediately and updates the access system at once, rather than leaving a live card attached to somebody who has left. Their history is retained in case they are re-hired.
How much of this lands on our people?
Less than you would expect. In most operations the contracting company's own administrator drives the application on their workers' behalf — your team's involvement is the approval decision itself. That is the part that should be yours, and the part that has to be attributable.
What is the risk in changing systems?
Real, and we will not pretend otherwise. Migration is where these projects fail, so it is worked through with you rather than handed over with a login. If your current process is already enforced and evidenced, we will say you may not need us.
